MGCLatticeProjectInvoiceService.createInvoiceProposal

Creates a project invoice proposal and optionally posts it based on the PostAfterCreate flag. The proposal is committed before it is posted; when the post fails, the proposal is deleted again (which returns its transactions to invoiceable), so the failed request leaves nothing behind and a retry with the same RequestId creates and posts a fresh proposal.
