MGCLatticeWorkflowStalledOrFailedBusinessEvent
Business event raised for a workflow that needs administrator attention: a faulted instance or a work item that has stalled (sat unactioned past a configured age). Raised by the detector batch MGCLatticeWorkflowStalledAlertBatch, not by a live transition - "stalled" is the absence of an action, which only a periodic scan can detect. Lets admins be alerted via Power Automate/Teams instead of users discovering stuck approvals days later. Each condition is reported once and again only when it changes: the scan remembers what it reported in MGCLatticeWorkflowAlertState, keyed by the alert kinds below and fingerprinted by faultedAlertState / stalledAlertState. This is distinct from the workflow approval lifecycle events: those fire on approve/reject/submit actions; this fires on the lack of one, or on a fault.
