Get a single license by id.
GET/public/v1/licenses/:id
Returns one license by id, scoped to the consumer. Requires the licenses:read scope. Returns 404 (not 403) when the license does not exist, is archived, or belongs to another customer, so the existence of another customer's license is never revealed.

The API key is valid but lacks the required scope for this operation.
The resource does not exist or is not visible to the caller. Returned instead of 403 so the existence of another consumer's/customer's resource is not revealed.
